We are witnessing a sea change in global politics. Power is shifting from the Atlantic to Pacific region and a so-called "pivot to Asia" seems obvious. Among others, the rise of the Peoples Republic of China, both politically and economically, is attracting attention world-wide. Established in 1949, the PRC has experienced a dynamic history and has been moving towards super power status in recent years. A number of experts predict that she may surpass the United States in the near future. Is this becoming a reality? How would these changes affect the global trends, East Asia in particular? Can we see a stabilizing new world order, or must we be prepared for a new destabilizing world? All the Eurasia and East Europe experts cannot be dismissive of these challenges. The Organizing Committee of the 9th World Congress of ICCEES invites three eminent persons, the former Premier Ministers of the Russian Federation, South Korea, and Japan, to ask them how they perceive the rise of China and what prescription they give to address this. Bashkortostan Offers Generous Financial Support to its ICCEES World Congress Participants! In late April 2015, Head of the Republic of Bashkortostan (a federal subject of Russia), Mr. Rustem Zakievich Khamitov, signed a resolution to cover expenses for the airfare and Japanese visa acquisition of fourteen Bashkortostan participants in the ICCEES World Congress. The source of this generous financial assistance is the Fund for Social Targeted Programs of the Republic of Bashkortostan. The Bashkortostan government seriously considered the fact that this is probably the largest Bashkortostan delegation ever to be sent to an internationally renowned academic event. Mr. Khamitov deemed that it would be necessary to assist Bashkir researchers in order to overcome their recent economic difficulties and to secure optimal conditions for their international academic exchange. Though the final decision was made at the end of April, Mr. Khamitov personally wrote to a participant as early as February: "Желаю удачи! Достойно представьте республику." Encouraged by the generous endowment, most of the participating Bashkir scholars have already reserved their own hotel rooms and flights and applied for visa support to visit Japan. At present, they are vigorously writing their papers to be presented at the World Congress. The Organizing Committee expresses deep gratitude to the valuable support provided by the Bashkortostan government and its chief, Mr. Rustem Khamitov.

Club has agreed to become a sponsor of the special event "Slavic Literatures without Borders: Russia, Ukraine, Europe, and Japan" to be held on August 7, 2015, within the framework of the World Congress of ICCEES in Makuhari. On March 12, 2015, the former prime minister of Russia, Sergei Stepashin, confirmed his readiness to participate in the 9th World Congress of ICCEES and give a lecture at the Opening Session "A Summit of Former Prime Ministers: China, Russia, South Korea and Japan Discuss China's Success."

ICCEES Seminar "From the First World War to the Ukrainian Crisis: 1914-2014" Today, 1 August 2014, as announced beforehand, we had in Tokyo a quite interesting lecture "From the First World War to the Ukrainian Crisis: 1914-2014", by Professor Peter Waldron and Professor Thomas Bremer, both from the Executive Committee of the ICCEES. Professor Waldron aimed to put the February Revolution into the context of the Great War. Depending on diaries, he highlighted many uncertainties caused by communication troubles as decisive factors for the downfall of the Romanov dynasty. Professor Bremer talked about the religious situation in today's Ukraine. Analyzing how major denominations in Ukraine evaluate political crisis of the country, he showed differentiation progresses in the Orthodox Church (Moscow Patriarchate). Two presentations were interconnected with each other, especially in warning against simple causal interpretation of events in time of crisis. We, the Organization Committee of the ICCEES Congress 2015, are so grateful to the two professors for helping us thus to commemorate worthily the centenary of the outbreak of the First World War. The brochure of the ICCEES World Congress in Makuhari began to be circulated! If you wish to distribute this brochure at your university, institute, or in your association, please contact us. Change of Date: ICCEES IX World Congress Will Be Held on August 3 – 8, 2015! According to ICCEES tradition, the Organizing Committee announced plans for the next World Congress to be held in the last week of July, 2015. However, Kanda University of International Studies, which will be the main congress venue, has asked us to schedule the congress one week later to provide maximally favorable conditions for this academic event. After discussing the issue with the ICCEES executive committee and Slavist associations in Japan, the Organizing Committee decided to change the date of the congress.
