かつて「日本文化のルーツか」ともいわれた中国雲南省。今やその貴重な自然環境が破壊の危機の直面しています。「動植物の宝庫」と言われた雲南省南部のシーサンパンナ・タイ族自治州においても、多くの貴重な動植物が絶滅の危機に瀕しています。中華人民共和国成立当時約60%もあった森林も、大きな時代の転換期に直面しています。

こうした環境破壊の背景にはあの「大躍進」や「文革」の与えた影響がありますが、「開放改革」以後の利益追求を目的とした破壊の影響も少なくありません。「文革」時代に3倍にまで増加した山地民族の人口をいかに支えるかという問題もあります。現地の住民にとってはゴム園の拡大による生活水準向上の方が森林保護よりも「大切」だという現実もあります。このミニ・シンポジウムでは、焼畑工作の本来持つ意味、現在の焼畑工作の問題点、自然保護区の現状と問題点などに焦点をあてながら、中国雲南の少数民族と自然保護の現状について議論して行きたいと考えています。

"Development and Culture in Asia - Comparative Study on
Grassroots Solidarity among Peoples in Asian Countries -"

Penetration of market economy, democratization of politics, and modernization of society are steadily proceeding in Asian countries. It is known that some segments of the peoples, however, rebuff these trends. Such resistance sometimes takes the form of religious or secular radical movements. Will Asian countries which are going through profound and wide-ranged transformation follow the course of orderly development or plunge into endless chaos ? The future of the world would largely depend on this question.

We propose to understand these trends in Asia as consequences of conflict between "development" and "culture". We define "development" as a total process, promoted by the nation, both of implementation of particular policies in the fields of politics, economy, society and culture, and of establishment of the ideology of national unity. We define "culture" as totality of various moments and elements which evolve social solidarity, independent of the national policies, among the peoples. In this sense, the "culture" includes the Chinese "Jia" (family), a strategic key concept of social order, and the "Hua" (center) which stands at the core of Chinese cosmology; Indian Casteism as the ideology of "discrimination and merger"; "Samaj", a self-regulating social grouping in Bangladesh; Islamic idea of political order "without the central religious authority"; and all other similar principles of solidarity, partly or wholly depending on the traditional value systems, among the grassroots spontaneous organizations which are spreading deep and wide in various countries and regions.

Our workshop aims at obtaining insight into the future of Asia by looking at the conditions of symbiosis between "development" and "culture", with the emphasis on the cultural aspect of grassroots solidarity. Though we have already had fairly large stock of researches into "development" as defined above, we must admit that our knowledge about "culture" is rather weak. Hence our emphasis on cultural aspect.

While discussing the grassroots organizations, we propose to do it in empirical way, i.e., by taking up the concrete forms of such solidarity in particular countries or regions from multifarious aspects, economic, political, of law, social, cultural and historical. The workshop of this year is considered as a preparatory one to work out definite problems or themes which are to be discussed in the ensuing workshops to follow.
